Government & Public Sector

Government and public sector applications have the most demanding requirements of any domain: records must be permanent and tamper-proof; processes must be auditable by external parties; yet individual citizen data must be protected. These requirements are usually in tension. Transparency and privacy pull in opposite directions. Audit trails and data minimization conflict. Immutability and the right to correction are hard to reconcile.

Zero-knowledge proofs resolve many of these tensions. A record can be on-chain – immutable, auditable – while the sensitive data it represents remains private. A citizen can prove they meet a qualification without revealing which data item proves it. A vote can be counted correctly and publicly while remaining individually secret. ZK proofs make “transparent and private” simultaneously achievable rather than a forced tradeoff.

vProgs bring programmable logic to these proofs: not just proving a fact, but encoding the government process around that fact – the conditions for a transfer, the rules for a benefit disbursement, the threshold for a vote to pass – directly in code, with execution that is automatic, deterministic, and auditable.


Airspace3D

Urban air mobility is arriving. Drone delivery services are operational in multiple cities. Air taxis (eVTOL aircraft) are in certified testing and early commercial deployment. Low-altitude airspace – the corridor between 100 and 400 feet above ground level – is becoming economically and operationally significant for the first time.

The problem: there is no governance infrastructure designed for this environment. Traditional air traffic control was designed for manned aircraft on defined routes, operating in defined corridors, communicating via radio with controllers. It does not scale to hundreds of autonomous drones per square kilometer. It cannot handle the dynamic, real-time slot allocation that urban drone operations require.

Airspace3D Architecture

Airspace3D is a decentralized airspace management system designed for drones and urban air mobility vehicles.

Airspace as a resource: Airspace3D treats airspace slots as allocable resources, similar to how spectrum licenses or highway lane access work. Each three-dimensional block of airspace at a given time is a slot that can be reserved, traded, and enforced.

Smart contract slot allocation:

  • Operators submit flight plans specifying the airspace volume, altitude band, time window, and vehicle identity
  • Conflict detection runs against all active reservations in the shared state
  • Non-conflicting flights are allocated slots with cryptographic confirmation
  • The allocated slot is an on-chain record: it was granted to a specific vehicle identity at a specific time and location
  • Slot transfers are possible for commercial operations (a drone delivery company can acquire slots from a holder that is not using them)

Real-time 3D tracking:

  • Vehicles broadcast their position, altitude, and flight ID
  • The on-chain system maintains a live view of airspace occupancy
  • Deviations from filed flight plans trigger covenant logic: notifications, slot revocation for serious deviations, escalation to enforcement systems

Smart contract enforcement:

  • Automated fee collection for commercial airspace use
  • Penalty logic for unauthorized airspace occupation
  • Priority handling for emergency services, weather deviations, and regulatory overrides
  • Insurance and liability assignment encoded directly: if a drone causes damage in a slot that was validly allocated to it, liability follows the on-chain record

Regulatory compliance: Aviation is heavily regulated. Airspace3D is not a replacement for regulatory authority – it is infrastructure that regulators can use to implement and enforce allocation decisions. The on-chain record is the compliance trail: every flight, every slot allocation, every deviation is recorded permanently.

Why decentralized: Centralized airspace management for drones has been proposed and piloted by several national aviation authorities and private operators (Amazon, Google Wing). The limitations: centralized systems are single points of failure, they require all operators to trust and integrate with a single operator’s system, and they raise data sovereignty questions when a private company controls a national infrastructure asset. A decentralized system on a public permissionless blockchain addresses all three concerns.

Current status: Airspace3D is a described initiative within the KII Foundation’s government sector portfolio. It is not yet in production deployment. The technical capabilities it requires (vProgs Phase 1 for state management, RTD covenants for real-time data feeds) are currently in development.


Digital Identity

The Over-Disclosure Problem

Every interaction with a government service or regulated private service requires identity verification. The standard solution is: present a document, the other party records a copy of it. A visit to a doctor requires a date of birth. Renting a car requires an address. Opening a bank account requires a tax ID. Each of these disclosures creates a data record at an institution that did not need to know anything beyond the single fact they asked about.

The aggregate effect: citizens’ personal data is held in dozens of systems they cannot control, have often forgotten about, and that have varying security standards. Data breaches at any of these institutions expose identity data for fraudulent use.

ZK Credential Architecture

vProgs enable a self-sovereign identity model with ZK selective disclosure:

  • A government identity authority issues a cryptographic credential to a citizen’s wallet: name, date of birth, national ID number, address, citizenship status, driving license class
  • The credential is held by the citizen, not by the relying parties
  • When a service needs to verify a fact, the citizen generates a ZK proof of that specific attribute: “This person is over 18” – without the service receiving the date of birth, name, or any other data
  • The proof is verified on Kaspa L1: it is either valid (the credential was issued by the authorized authority and the attribute meets the threshold) or it is not

What is and is not revealed:

  • To verify age for alcohol purchase: nothing revealed except a boolean “over 18”
  • To verify driving eligibility: license class confirmed, expiration date confirmed, suspension status confirmed – but not name, address, or ID number
  • To verify right to work: citizenship or visa status confirmed – not the specific document number
  • To prove address is in a specific jurisdiction: confirmed without revealing the full address

Decentralized Identifiers (DIDs)

The W3C Decentralized Identifiers standard provides a framework for on-chain identity anchoring. A DID is a persistent identifier that resolves to a document specifying the public keys and verification methods associated with an identity. vProgs on Kaspa can implement DID documents, making identity credentials interoperable with the broader DID ecosystem.

Cross-border use: DIDs and ZK credentials can be designed to be mutually recognized across jurisdictions. A credential issued by one EU member state can be designed to satisfy verification requirements in another, without requiring the receiving state to access the issuing state’s identity database.

Enterprise KYC

The enterprise application of digital identity is the elimination of duplicated KYC. A business that has verified a customer’s identity once can issue a ZK attestation that the verification was performed correctly. Other businesses that need to verify the same customer can accept the attestation without repeating the process – as long as the attesting institution is trusted.

This connects to the banking applications: WarpCore and the broader financial infrastructure benefit from a standardized ZK identity layer that allows compliance checks to be performed once and reused, rather than repeated at every institution.


Land Registry

The Current Infrastructure and Its Failures

Land registries are among the most important government records: they determine who owns property, who has the right to mortgage it, and what conditions apply to its use. In many countries, land registry records are:

  • Paper-based, with digital indexes that reference physical documents
  • Susceptible to fraud through document forgery
  • Slow to update (transfers can take weeks to clear)
  • Inaccessible to prospective buyers, who must pay professionals to conduct searches

In some developing markets, land registries are actively corrupt: registrations can be altered or conflicting claims registered for bribes. Property rights insecurity is a documented brake on economic development.

On-Chain Land Registry

A vProgs land registry stores property records as covenant-tracked tokens:

  • Each parcel has a token representing its registered ownership
  • Transfer of ownership is a token transfer: requires digital signatures from both buyer and seller, and from the registering authority
  • Encumbrances (mortgages, easements, covenants) are recorded against the token
  • The complete transaction history is on-chain and immutable
  • Search is instant: the token’s state contains the full record

Programmable transfer conditions: vProgs encode transfer rules directly:

  • A property with a mortgage cannot be transferred without the lender’s signature
  • A leasehold property transfers subject to the lease terms, which are encoded in the covenant
  • Conditional sales (subject to planning approval, subject to survey) are encoded as time-locked or condition-locked transfers

ZK privacy for sensitive transactions: In some jurisdictions, property transfer prices are public record. In others, they are private. ZK proofs allow both models: a public proof that a transfer occurred at a price within a certain range (for tax assessment purposes) without revealing the exact price.


Public Records and Audit Trails

Government records – court decisions, regulatory approvals, public health data, environmental compliance records – need to be permanent, unalterable, and publicly auditable. They also sometimes need to protect the privacy of individuals named within them.

Tamper-proof anchoring: Any document can be cryptographically hashed and the hash anchored to Kaspa L1. This creates a permanent, timestamped proof of the document’s existence and content at a specific time. The document itself is not on-chain (that would be expensive and raise storage concerns), but the commitment to its content is. Any future version of the document that differs from the original will produce a different hash, immediately detectable.

Audit trails for regulated industries: Environmental permits, pharmaceutical approvals, financial licenses – each has an audit trail of decisions, amendments, and renewals. Anchoring each decision to L1 creates a tamper-proof audit trail that regulators, regulated entities, and the public can all verify independently.

Selective privacy: A court record may need to be permanent but contain personally identifiable information about parties that must be protected. A Merkle tree structure allows the record to be committed to L1, with specific leaves of the tree that contain protected data kept off-chain. The record is provably complete (the root hash commits to all of it) while protected information remains inaccessible.


ZK Voting

Democratic voting faces a dilemma: secret ballots are necessary for free elections (preventing coercion), but public verifiability is necessary for trusted results (preventing fraud). Current systems resolve this by trusting election officials – which requires institutional trust that is not universally available.

The ZK Architecture

vProgs enable a voting system where both properties are simultaneously guaranteed:

Registration: Each eligible voter receives a ZK credential from the election authority attesting their eligibility (registered voter, resident of the relevant district). The credential does not contain their name in the voting system.

Vote casting:

  • Voter generates a ZK proof that they hold a valid eligibility credential and have not previously cast a vote in this election (null check against a nullifier set)
  • Vote is encrypted and submitted with the ZK proof
  • L1 records the nullifier, preventing the same credential from voting twice
  • The vote is added to the encrypted tally

Tally verification:

  • The encrypted tally is publicly verifiable: anyone can confirm that only valid ZK proofs were accepted
  • Decryption is performed using a threshold multi-party scheme: no single party can decrypt the tally alone
  • The final tally is published with a ZK proof that it correctly decrypts the encrypted submissions

What is guaranteed:

  • Every accepted vote came from an eligible voter with a valid ZK proof
  • No voter voted more than once (nullifier enforcement is on-chain)
  • The tally correctly counts all submitted votes
  • No individual vote is linkable to an individual voter

This is not a theoretical construction – it is the application of mature ZK proof techniques (specifically, variations on PLONK and Groth16 proof systems) to election machinery. The same proof infrastructure that vProgs use for other applications is directly applicable here.


Central Bank Settlement and Wholesale CBDC

Central banks are exploring DLT for wholesale settlement – the settlement of large-value transactions between financial institutions, which today flows through central bank systems (TARGET2, Fedwire) that are expensive to operate and limited in programmability.

DLT integration: Kaspa’s settlement layer, with DagKnight finality and ISO 20022 compatibility (via WarpCore), is architecturally compatible with wholesale settlement infrastructure. A central bank running a wholesale CBDC (Central Bank Digital Currency) on Kaspa would have:

  • Near-instant finality
  • Programmable settlement conditions (conditional atomic settlement)
  • ZK audit trails for regulatory reporting
  • ISO 20022 message compatibility with existing banking systems

ECB Pontes Group engagement: KII’s application to the ECB Pontes Market Contact Group (the body advising on European financial market infrastructure) is directly relevant here. Pontes engagement means Kaspa’s capabilities are being evaluated in the context of European payment system modernization.

Regulatory compatibility: The ZK compliance architecture is designed with European regulatory requirements in mind. GDPR compatibility, selective disclosure, and audit-without-exposure are features designed for the regulatory environment in which wholesale CBDC would need to operate.


Smart City Infrastructure and DePIN

DePIN (Decentralized Physical Infrastructure Networks) represents the intersection of blockchain settlement and physical infrastructure. Rather than a central operator running a city service, the service is provided by a distributed network of infrastructure participants who are coordinated and paid by on-chain logic.

Applications:

  • IoT networks: Sensors providing city data (air quality, traffic density, parking availability) operated by independent participants who receive micropayments per data point, verified via ZK proofs
  • Electric vehicle charging: Charging stations operated independently, with per-session settlement on L1 without requiring a network operator in the middle
  • Parking and access control: Slot allocation and payment via smart contract, with the physical barrier controlled by the covenant outcome
  • Waste management: Collection services triggered by IoT fill-level sensors, with payment on verified service completion

The common thread: automated service delivery where the coordination and payment infrastructure is on-chain, removing the need for a central operator to collect fees, verify service, and disburse payments. The physical infrastructure is decentralized; the coordination is programmable.

Kaspa’s throughput advantage: Smart city infrastructure generates high transaction volumes – a city with 10,000 sensors each submitting data every minute generates 600,000 transactions per hour. Kaspa’s 30,000+ TPS target (enabled by DagKnight) is the scale at which city-level DePIN becomes operationally feasible.
